Why Access Control Matters for Shared HOA Chargers
The moment an EV charger sits in a shared parking area, a basic question follows: who is allowed to use it, and how does the charger know? Access control is the technology that answers both. It ties every charging session to a specific, authorized resident so the association can bill accurately, keep outsiders from charging for free, and make sure the people paying for a reserved port are the ones who get to use it. Without it, a charger that cost the community $8,000 to $15,000 installed effectively becomes a free public amenity that every homeowner subsidizes through their dues.
Access control does more than gatekeep. Each authorized session creates a record of who charged, at what time, for how long, and how many kilowatt-hours were delivered. That data is the foundation of a fair billing program, and it also tells the board when a unit has gone offline, which ports get the heaviest use, and whether demand has grown enough to justify adding more stations. Because the access method shapes the entire resident experience, it is worth understanding the options before signing a hardware contract.

A resident holds a small plastic card or key fob against a reader on the charger, the station checks the card's unique ID against an approved list, and charging begins. It is the same tap-to-enter technology many communities already use for pool gates and fitness rooms, which makes it familiar to residents and staff alike.
The strengths are reliability and simplicity. RFID cards cost only a few dollars each, work in seconds, and do not require a resident to own a smartphone or set up an account, which matters in 55-and-older communities where app adoption can be uneven. Most networked Level 2 chargers ship with an RFID reader built in, and the OCPP open standard (Open Charge Point Protocol) supports RFID authorization natively, so you are not locked into a single vendor's cards.
The tradeoffs are practical. Cards get lost and need reissuing, which means someone has to manage the approved list and hand out replacements, and a fob alone cannot start a session remotely or show whether a shared port is currently free. For many boards, RFID works best as one layer in a system rather than the only option.
Smartphone Apps: Flexibility and Data
App-based access lets residents start and stop charging from their phones, check whether a shared port is available before walking to the garage, and receive a notification when a session finishes. The app is usually provided by the charging network the board selects, such as ChargePoint, Blink, or an installer's white-label platform, and it typically stores the resident's payment method for automatic billing.
For boards, the appeal is the management dashboard that comes with the app. Property managers can add or remove residents, set pricing, pull usage reports, and see real-time station status without visiting the parking lot. The main requirements are connectivity and buy-in: the charger needs a reliable cellular or Wi-Fi signal, and residents have to be willing to download an app and create an account. In practice a small share of residents resist app setup, which is why offering RFID alongside the app avoids leaving anyone stranded.
Plug-and-Charge: The Emerging Standard
The newest option removes the card and the app entirely. Under a standard called ISO 15118, the vehicle and the charger exchange a digital certificate through the charging cable the moment it is plugged in. The car identifies itself, the charger confirms the account is authorized, and billing happens automatically, with no tap and no phone. Tesla drivers have experienced a version of this seamless connection for years, and the broader industry is now adopting the open ISO 15118 version.
For HOA boards, plug-and-charge is worth watching but not yet something to build a project around. Support is still rolling out across both vehicles and multifamily-grade Level 2 hardware, and most communities installing chargers in 2026 will still rely on RFID and apps for day-to-day access. The practical move is to ask vendors whether their stations are ISO 15118 capable or can be upgraded through a firmware update, so the hardware you buy today can adopt plug-and-charge as it matures.
Payment and Guest Access
Access control and payment are closely linked but not identical. Communities generally choose between two billing approaches. In a bill-to-account model, each session's cost is added to the resident's monthly statement or charged automatically to a card on file. In a pay-per-use model, the resident pays at the moment of charging through the app. Either way, if you charge residents by the kilowatt-hour rather than a flat monthly fee, be aware that many states require the meter inside the charger to be certified for accuracy under weights-and-measures rules.
Guest access deserves a deliberate decision rather than an afterthought. Some systems generate a temporary code or QR code a resident can share with a visitor, while others include a public pay option that lets any driver charge at a set rate. Boards should decide whether guest charging is allowed at all, and if so, whether guests pay a higher rate than residents. Spelling this out in the community's charging policy prevents disputes later.

Whatever you choose, insist that the stations comply with the OCPP open standard. That keeps you free to switch charging-network providers later without replacing the physical hardware, which protects a large capital investment.
Match the technology to the people who will use it. A younger, app-fluent community may lean almost entirely on the app, while an active-adult community will appreciate simple cards. Budget a small amount for ongoing administration, including issuing cards, onboarding new residents, and answering the occasional support question. And ask every vendor during the bid process how residents authorize a session, how guests are handled, and whether the hardware is ready for plug-and-charge, so the answers guide your decision before the contract is signed.
